A booster box contain 540 cards. And decks are a minimum of 60 cards each, but obviously those 540 cards aren't going to make 9 decks because of randomness. I would think you could maybe make 1 or 2 easily, but you have no control over what decks you might get out of it based on the card pool, rares, etc.
I would suggest in addition to two booster boxes, buying the alliance starter decks with classes you might enjoy, then modifying those starter decks with the boosters you get. That way you're guaranteed at least as many decks as you buy starters for, and probably another 1 or 2 based on card pools. You can also break up the starters to form new decks of a different class if you pull the right cards for it.
Edit: I realize you said you didn't want to buy starter decks, but that is the mos guaranteed way to have something to start with, and not just rely on what you might pull from a booster box.
It's also a bit more economical. You could probably buy 3 starter decks and a booster box and easily make 3-5 decks from it.
